In contrast to its brutal seizure of the Balkans, the Italian Army's 1940-1943 relatively mild occupation of the French Riviera and nearby alpine regions bred the myth of the Italian brava gente , or good fellow, an agreeable occupier who abstained from the savage wartime behaviors so common across Europe. Employing a multi-tiered approach, Emanuele Sica examines the simultaneously conflicting and symbiotic relationship between the French population and Italian soldiers. At the grassroots level, Sica asserts that the cultural proximity between the soldiers and the local population, one-quarter of which was Italian, smoothed the sharp angles of miscommunication and cultural faux-pas at a time of great uncertainty. At the same time, it encouraged a laxness in discipline that manifested as fraternization and black marketeering. Sica's examination of political tensions highlights how French prefects and mayors fought to keep the tatters of sovereignty in the face of military occupation. In addition, he reveals the tense relationship between Fascist civilian authorities eager to fulfil imperial dreams of annexation and army leaders desperate to prevent any action that might provoke French insurrection. Finally, he completes the tableau with detailed accounts of how food shortages and French Resistance attacks brought sterner Italian methods, why the Fascists' attempted "Italianization" of the French border city of Menton failed, and the ways the occupation zone became an unlikely haven for Jews.

An unusual occupation almost comic opera in nature, till the tragic end. Anybody write opera? Here's a theme.

This is a difficult book to categorize. It most certainly is not typical military history. although it covers a bit of that. It's mildly academic in style, but quite well written and full of information. The book has aspects of social history, administrative and policy analysis, among other things.

There were two occupations. The first was a limited one near the Italian/ French border, after the battle of the Alps (small overall but quite undistinguished Italian performance--they were outgunned, out-led, outfought but did substantially outnumber French defenders). This changed with the Allied campaign in Algeria and Morocco, when the Italian army move to occupy the Riviera, fearful of an Allied landing in France. It lasted from November 1942 until the Italian armistice. The Italians were interested in annexing Nice, Savoy, Corsica and Tunisia (where many Italians had settled). In the occupied region there was a substantial population of French citizenship but Italian background, which gave the occupation perhaps a friendlier feel than many--Sica notes that the Italians were benign in the Riviera but could be savage in places such as Slovenia, where people were not seen as equals (there's a whiff of the master race thing here, although even at their worst the Italians were rarely as savage as Germans could be).

The Italian occupation was in the Vichy area of France, and they relied on Vichy administrators, which led to some fascinating tensions. There were tensions within the Italian occupation as well, between strong Facists who wanted to annex areas of France and the army, that appears to have wanted calm, order and a live and let live approach. The army was poorly trained, quite poorly equipped, and leadership seems to have often been incompetent. Ordinary soldiers seem to have gotten along well with the French. Sica details a fascinating black market among Italians and French civilians. Italian security was generally poor, and they used the local telephone system to communicate, so the Resistance knew a great deal more than typical of an occupied area. Italian supply of the most basic kind, such as food, was not very effective, so soldiers resorted to the black market and to raiding fields--and Vichy officials blamed Italians for things they themselves did. The most basic things such as food, clothing and shoes were in short supply.

Italian relations with the Germans were not particularly good. The German decision to take over the French base at Toulon was not communicated to the Italian command. The Italians were also fairly friendly to Jews, many of whom managed to get to Nice, where they were relatively safe and uniquely, there were Jewish schools and synagogues, under Facist rule.

All that fell apart with the Armistice of 8 September 1943. The Italians moved out, but Germans disarmed and shipped tens of thousands of them as laborers to Germany, and the Italian efforts to save the Jews of Nice ended in tragedy. There was some combat with German units and Italian resolve in some of these got grudging French admiration.
